Abstract	In the OECD countries, upper secondary diplomas have become a minimum for successfully entering the labour market and a basis for further participation in lifelong learning. Young people with lower qualifications run a higher risk of long-term unemployment, or unstable and unfulfilling employment, which can have additional consequences, such as social exclusion. Furthermore, the early labour market outcomes of young adults with low levels of education also raise a number of equity dimensions: Do young men and women face the same risk of being marginalized in the knowledge economy due to insufficient initial education? Does family background play a role in making it more difficult to complete a recognised minimal level of initial education? Do immigrants overcome the specific challenges they confront, given the cultural and language gaps with which they may arrive? Jointly directed by the OECD and the Canadian Policy Research Networks, the project on 'Young Adults with Low Levels of Education' has been conducted in response to these concerns.
