Abstract	"The Leitch report, published in December 2006, examined the UK's long-term skills needs. Amongst the recommendations, those of particular relevance to the Department for Work and Pensions (DWP) and Department for Innovation, Universities and Skills (DIUS) were a need to launch a new programme to improve basic skills for those out of work; to create a new universal adult careers service; to increase adult skills across all levels, especially for individuals with skills below Level 3; and to route funding for adult vocational skills through Train to Gain and Learner Accounts. This report presents the findings from a qualitative research study to explore the views of Jobcentre Plus customers about the recommendations of the Leitch review and the strategies that are being planned in response. A total of 16 focus groups were undertaken with Jobcentre Plus customers whose educational attainment was below National Vocational Qualification (NVQ) Level 2."
