Abstract | This chapter presents a preliminary consideration of initiatives for quality assurance, accreditation and recognition of qualifications that might be taken by key-stake-holders - higher education institutions, quality assurance and accreditation agencies, recognition agencies, professional bodies and governments - to better meet the challenges of growth and diversity of cross-border education provision and the emergence of for-profit providers. Key issues and possible initiatives are discussed, such as: how to enhance the protection of students/learners of higher education from degree mills and qualifications of limited value; the suggested establishment of an international database on recognised higher education institutions; the need for comprehensive quality assurance and accreditation systems at the national level; and strengthening international co-operation and networking of quality assurance and accreditation agencies, recognition and evaluation agencies and professional bodies.
