AbstractChina offers an informative case study how local community resources can condition educational inequality. ... Educational decentralization during the 1980s and early 1990s tightened the link between school resources and local economic circumstances. While the central government provided financial transfers to poor areas, the responsibility for financing education increasingly fell to local governments and communities... Inequalities ... were made greater by the coincidence of decentralization with market transition policies that dramatically increased regional economic inequality. ... With decentralization, private costs for schooling rose. These costs, combined with the rising economic value of child labour, provided a powerful incentive for poor families to pull children, especially girls, from school. This article [using data from a national survey collected in 1992] investigates the following questions: first, to what degree did the provision of primary and secondary schools depend on village economic circumstances? Second, did village provision of schools end economic circumstances condition enrollment? Third, were children in poorer families of girls affected differently by village resources? (DIPF/Orig.)
