Abstract | The term "evaluative state" has spread throughout European countries in the last two decades. In the mid- 1980s, some countries started to develop their own quality assessment procedures for higher education institutions. This development was the consequence of a new attitude of governments towards the management of public business [Bologna Declaration]. The basic principle was to give more autonomy to institutions and ask for greater accountability. In the 1990s, most European countries had developed systems of quality assurance. As a consequence of almost two decades of activity, assessment of higher education has now become a common practice in most European countries. The aim of the article is to analyse the standards, criteria and indicators used in evaluation and accreditation of programmes in Western Europe. It is based on material collected for UNESCO-CEPES, which has lauched a Project on indicators for institutional and programme accreditation in higher/tertiary education which is part of the Project on strategic indicators. The article says something about what is considered as important in teaching and learning in higher education and about the concept of university teaching and learning in different countries. This review helps to make some recommendations for the future development in the area of standards and criteria for higher education. (DIPF/orig.) |
