| Abstract | This introductory article "attempts to examine the most significant trends and changes in educational policies in Latin America during the 1990s. (The analysis of this period of time) in a socially, economically, linguistically, culturally and ethnically heterogenous continent implies risks of generalization and simiplification. (The authors summarize their findings by stating) that the educational reforms in the 1990s developed a new organizational model of public schooling. This was a hybrid model and has advanced forms of decentralization and empowerment, which encouraged limited systems of local control and community participation, while strengthening central authority and increased privatization. What all these changes reveal are key tensions in the character and orientation of the state and tensions and struggles emerging from these changes. Even though the educational policies of the 1990s expanded the number of buildings, teachers and students, the lack of strong and sustainable policies targeting the crucial needs of the increasing number of poor children and their families reveal the limitations of the Latin American policies in education during the 1990s.
