| Abstract | The new technologies have the capacity to reach out to the economically and educationally disadvantaged with a richer pedagogy than was previously possible. But, as the author makes clear in her article, there is a fear that as the new technologies open up new opportunities, they also create divisions, new disparities, and cultural hegemony. She reviews the strategies adopted to promote the use of information and communications technologies in education [and to equalise access to them] in a range of countries. Her conclusion with respect to its efficacy for lifelong learning is optimistic, but she is concerned that inadequacies in access will tend to increase, rather than bridge divisions in society.
