Abstract | Economic reform demands prompt answers from the system of vocational training both initial and continuing especially vocational retraining and reorientation for the unemployed in general or for those resulting from collective lay-off. The PHARE VET reform programme has anticipated these necessary changes. The option for decentralisation and development of social partnership, the key points of vocational training reform, will be extremely welcome in the new economic context. Important innovations which will definitely be applied in the new context include - simplifying job profiles, defining flexible curricula and postponing specialisation proper, defining core skills. For instance, if in the past vocational training was divided into a great many narrow job specializations, the PHARE VET reform programme reduces the number to 20 job categories. The programme which is developed at a national level, takes into account characteristics, regional development strategies, the co-ordination of its implementation being monitored by six area boards: Brasov, Bucurest, Cluj, Craiova, Timisoara, Jasi.
