| Abstract | The present study, drawn up by the Romanian National Observatory has been carried out by a team of experts of the Ministry of Labour and Social Welfare, the Ministry of National Education, the National Institute of Economics, the Institute of Educational Sciences and the Chamber of Commerce and Industry. The data have been taken from the National Commission of Statistics, the Ministry of Labour and Social Welfare as well as from the Romanian National Observatory's own data base. As can be easily noticed from the detailed presentation to follow there is a wide gap between the CVT demand and offer in Romania, the CVT has become the object of a reactive policy instead of a desirable pro-active policy, the external efficiency has been low, a consolidation of the training market, its structures, a social partnership (especially at local level) and the development of the private sector are expected.
