Abstract | The author tries to develop a conceptual framework facilitating an assessment of the reform process of education in general in Central- and Eastern European countries, and to identify the key forces, which initiated and facilitated educational reforms or hindered them. The following factors affecting implementation of education changes and reforms are discussed here: The 'heritage' of the former regime and the role of ideology; pre-war models and traditions; the legislative framework; labor market requirements; policy goals and priorities; salaries of education personnel compared to salaries in other sectors; the role of private schools; the role of foreign models and advisers; the role of public opinion and the media.
