Abstract	The article first outlines the context of the "globalized, postindustrial" society in transformation, where "the main philosophy of administration regulation and management shifted away from direct control to indirect (market) control, deregulation and participation" and "new distribution-patterns of regulation (participation rights and responsibilities) on their various levels come into existence." Then basic features of the GATS, an agreement signed by 124 countries in 1994 with the objective of liberalization and deregulation of the service sector are described, as well as criticism of GATS, the network of liberalization based on world-wide programs, the implication of GATS on education, and the ideology accompanying strategies of decentralization. Finally, the impact of GATS on education systems and potential problems are pointed out. (DIPF/Orig./Kie).
