Abstract | The volume reflects the profound changes that have been underway in the higher education system of Bulgaria that, in turn, reflects the changes that have been occurring in the society and economy of the country in the context of the economic, cultural, and social transition since 1989. This monograph follows a set pattern thus facilitating comparisons of common characteristics across systems. The history of the Bulgarian higher education system is given with a clear concentration on the post-1989 period. The legal basis for higher education is thoroughly analyzed as is its evolving system of governance. The outreach of Bulgarian higher education is well presented, particularly its participation in various European Union programmes. The elements of both student and faculty careers are sketched with a frank admission that in the post-1990 period, few talented young people wish to embark on academic careers given the salary level that has fallen well below other possibilities in the expanding private sector. And Bulgaria, in common with the other countries of South East Europe, is beset with problems of brain drain, both internal and external. Yet higher education in Bulgaria continues to progress in a tradition of excellence that goes back to the country's regained independence in the 19th century. Content: Chapter 1.
