Abstract	This contribution reports on a TEMPUS-TACIS Joint European Project (JEP) which "grew out of its predecessor". In the course of the previous project addressing special needs, it became apparent that alongside the learning difficulties of many children within the school system, there were pressing issues of poor health: a seriously polluted environment, economic problems, and increasing social difficulties have all contributed to the worsening of health of the population and of young people in particular.... The prime stated objective of the JEP is to help the Perm State Pedagogical University (PSPU) to develop its capability to help provide a continuum of teacher training for health education in the Perm region. " After describing the background to health priorities in Perm and Russia, the authors present the PSPU and its international collaboration which has already been established during the preceding project. They report on the current activities to prepare teachers and schools for health education courses and explain the main aims for the second half of the project which are closely related to the overall development of the Russian school system mainly in the issue of pedagogical and methodological reform.
