Abstract | "As studies and empirical observation have shown, several decades of educational reform have yielded dubious results in terms of actual educational change.... Much of the explanation undoubtledly lies in the relative lack of attention paid to ... the 'key role' of teachers in such a change.... Even the most sophisticated reform proposals ignore what should by now be glaringly obvious: to change education it is necessary to work with teachers and not against them or behind their backs, accepting them not only as agents of reform but also as allies and subjects of change." The article characterizes various approaches to educational and teaching reforms in Latin America in the 1990s which have shown a "mismatch between educational reform and teachers." It concludes by discussing how an active participation of teachers and their organizations could avoid this mismatch and lead to a "new teaching professionalism", how teachers could gain a new social image and become subjects of change.
