Abstract | In this study the effectiveness of inter-governmental arrangements in education will be analyzed by examining in which ways the legal norms and regulations, financing arrangements, administrative procedures and practices influence stakeholders' interests, decisions and practices and hence impact the effective delivery of education services. Having such understanding is a first and critical condition to attempt any reforms. The analysis looks at how responsibilities are distributed among different actors in the system, whether those responsible are provided with the required authority and means (financial, human and technical) to perform such duties, as well as the incentives and accountability mechanisms to carry them effectively. It looks at actual decision making and behaviors by the different actors in the system and tries to understand what is generating the gap between how the actor is supposed to act in principle according to formal rules and regulations and the actual behavior based on informal rules of the game. This analytical framework has been developed and applied in the past for different urban services like infrastructure and irrigation but has also been used for analyses of the education sector. A focus on inter-governmental arrangements allows to examine the consistency between responsibilities, authorities and accountabilities required for an effective delivery of education services.
