Abstract | The last two decades of the 20th century where marked by dramatic political, economic and social transition. ... An increasingly global economy along with changes in technology and manufacturing created intense labour problems. ... During such times, vocational training can play a key role in solving the problems of social exclusion or easing the process of social integration. This paper reviews the role and potential of vocational education and training, as a way of generating social cohesion in Lithuania. The study aims to: 1. analyse the cultural and socio-economic context, and, in the light of changes, examine the character of individual needs, 2. define criteria for identifying disadvantaged or vulnerable groups, 3. identify and describe groups at risk of social exclusion, 4. name the most vulnerable groups from the perspective of vocational education and training, 5. research the activities of social partners and analyse the needs of these groups, 6. prepare suggestions/recommendations for new projects and research related to vocational education and training.
