Abstract	The report attempts to highlight main trends and further challenges in and for vocational education and training reform.... It contains different sections: The executive conclusions summarise the main lessons for country policy makers and project donors. Chapter 1 presents information and indicators on socio-economic developments in the transition countries. Labour market developments are reviewed, particularly in relation to the link with vocational education and training. Chapter 2 highlights developments in vocational education and training systems since 1990. It also addresses the problems of funding education systems, and their performance in a number of selected areas. The chapter provides statistical data to enable comparison among the different countries and in some cases with the countries of Central and Eastern Europe and the European Union (EU). Chapter 3 deals with vocational education and training policy and institutional arrangements. The chapter has been further divided into three sub-sections. Section 3.1 outlines the changes in vocational education and training legislation policies, and provides examples of vocational education and training reform programmes. Section 3.2 is concerned with the management of vocational education and training systems, including the process of decentralisation and the role of the social partners. Section 3.3 deals with the anticipation of skills needs and the setting of vocational standards.
