AbstractThis evaluation report consists of 11 chapters. ... The first chapter describes the evaluation activity carried out by the European Social Fund (ESF) Evaluation Unit from 1996 to date and the second chapter presents the conclusions of the evaluation and the recommendations ensuing from them. The analysis in the third chapter aims to reconstruct the implementation of Objective 3 [it helps to adapt and modernise policies and systems of education, training and employment], first on the level of regional development, the in the CSF [Community Support Framework] and finally in the OPs [Operational Programme], and how these latter have been implemented in a context of legislative reform. The fourth chapter analyses the CSF implementation and that of the single OPs by constructing indicators of physical and financial progress based on the ESF monitoring system and by considering the specifications of the regional and ministerial calls for projects. The contemporaneity of the choices made and the monitoring of the macro relation between these and the programming targets are discussed in the fifth chapter; it analyses the changes occuring between 1993 and 1998 in the labour market and the impact of the ESF through a policy coverage indicator (the coverage of the potential population). It shows how far the available and committed financial resources are coherent with the idea fo balancing some specific components of the labour supply. The sixth chapter analyses the main features of ESF users. Data on users was available from the placement analyses of eight regional administrations in the centre north. This provided the opportunity to compare users with a target population based on ISTAT (National Statistics Unit) micro-data. The analysis regards users under axes 2 (long-term unemployed), 2 (first job-seekers) and 4 (promotion of equal opportunities) interventions. The seventh chapter evaluates of the direct impact of training on users: it is based on the comparative analysis of the job placements after 12 months of two homogenous groups (by initial condition, age, gender, educational level and region), only one of which has attended a ESF co-financed vocational training course. The evaluation of the promotion of equal opportunities in the various implementation stages of the ESF co-financed policies is given in the eighth chapter. Finally, the last three chapters evaluate the ESF impact on training, education and employment systems, analysing the effects on all of them in chapter nine, on their integration in chapter ten and, finally, on programming and management procedures in the last chapter.
