Abstract	This report represents the major output of the Albanian National Observatory's work plan for 1999. The authors have tried to give a picture of the huge challenges being faced by Albanian society as a whole on its road to democracy and economic prosperity.... This report is a modest contribution to the overall efforts being made by the Albanian government and international donors to reform the country's vocational education and training system. The report is divided into the following sections: 1) Political and socio-economic background information. 2) Modernisation of vocational education and training. 3) Human resource development. 4) Research on the labour market and vocational education and training. 5) Responsible bodies. 6) Legislation. 7) Financing of vocational education and training and continuing training. 8) Bilateral and multilateral donors' contribution to vocational education and training reform. 9) Constraints, challanges and further needs.
