| Abstract | In times of growing student numbers and more needy students, renewed demands for education improvement in a competitive global economy, and declining societal spending on education, we must decide how to "optimize" what we do spend. "Optimizing" simply means to do better with what we have got. And optimization is seen in four different but closely related ways: (1) to increase equity in spending; (2) to improve efficency of schools; (3) to raise school productivity; (4) to enhance accountability.... The book is divided into three sections: Part I "Case studies of school equity and effectiveness: New Jersey, Hartford CT, and Boston" provides in-depth pictures of a variety of finance issues ... Part II "The battle for education equity" ... focuses particularly on equity in school spending at three different levels in the school system ...
