Abstract | Interculturalism lies at the heart of bilingual education. This holds true not only for immigrant children but also French children living in regions of France which claim a distinct cultural identity. Furthermore, acculturation is treated as a process entailing the participation of social actors. The fundamental principle of compulsory education in France is to treat all citizens, regardless of differences, as participating in a state of "sameness". This principle denies that the universal contains "otherness". Today "otherness" is not only represented by the influx of poor immigrants but also by the "native" populations whose destinies are influenced by social, economic, and political mutations. In this context, the intercultural dimension is tentatively introduced as an attempt to validate difference. This attempt becomes a constituent element of acculturation in which social actors play a leading role. The denial of regional languages inherent in an educational system which enshrines homogneity affects a country's native born citizens in much the same way as it affects immigrants. In this context one can analyse these phenomena in similar ways, even though the actors possess neither the same means nor the same kinds of organizations. In both situations intercultural conflict exists: the state and regional or immigrant associations confront each other in order to negotiate an intercultural approach to education that would satisfy both sides.
