Abstract	This publication is the first part of a three-volume research report, dealing with the Finnish-Bulgarian educational project (1994-1995), called "Consulting Services for Foreign Language Training Upgrading in Bulgarian Schools". (It) covers the evaluation of currently used teacher training programmes, teaching methods and actual foreign language teaching practices ... It also deals with evaluation of some currently used teaching materials in Bulgaria. The main evaluation areas covered 1) the concept of knowledge and learning, 2) curricular design, 3) FL teacher education, 4) FL teachers' work as professionalism, 5) methodological approaches, 6) pupils' FL proficiency, 7) physical and psychological teaching and learning conditions, 8) evaluation of FL teaching materials, 9) equalitiy and (in) equity, 10) axiological infrastructure, and Bulgarian nationwide FL policy.
