Abstract	The authors characterize the initial and in-service training of both special and regular teachers in Romania until 1972, the long period of interruption in the training of special education teachers after 1972, and current developments from the 1980s onwards. There are listed principal changes at present and priorities for future teacher training in relation to special needs education. In order to understand the demands of and possibilities for special needs teacher training there are described two other developments in the field of special needs. The first one concerns voluntary, non-governmental organizations which work at national or local level. The second one is the national programme to promote the educational and social integration of children and young people with special needs, which was launched by the Romanian Ministry of Education in 1993.
