AbstractThis article focusses particularly on the institutional and functional differences between university-sector institutions and non-university institutions. It also describes and analyses the current situation in Western Europe. This description and analysis is supported by an outline of the quantitative trends and the pertinent institutional differentiation processes. This is followed by discussions of several specific features of the trends and their current effects: social aspects of student bodies, contents and structures of studies, curricular changes, the problem of blurring of boundaries between higher education sectors, and aspects of internal and external administration and autonomy. This in turn is followed by mention of the persisting differences between the employment opportunities afforded by the different higher education sectors, and by discussion of each sector's capabilities, in a broad socio-economic perspective. A section then follows concerning several aspects of higher education policy in the context of European integration. Finally, before the summary and conclusions, there is a section on two issues of special importance for policy planning: the issue of openness and transparency of higher education systems (i. e. the opportunities afforded by the different systems and organisations for transfer of educational qualifications and for improving prospects of educational graduates) and the question of the possibilities for modifying the education system in the interest of greater freedom in career planning.
