Abstract | After defining the problem in chapter 1 "chapter 2 discusses the power of the 'crisis' label as a political symbol, and reconsiders the evidence used to buttress the claim that existing institutions of educational governance are fundamentally incapable of mounting a proportionate response. Chapters 3 and 4 trace the intellectual underpinnings and evolution of the market metaphor and its application to education and politics. ...The focus in chapters 5 through 7 (is on) the relevance of the nation's earlier experience with freedom of choice in education - an experience that demonstrated the corrosive and divisive consequences that choice can have under some circumstances. (Some proponents of market-based choice also) misinterpret the lessons drawn from more recent experiments with school choice by failing to understand how much those efforts depended on strong political leadership, authoritative government, and the will to insist that parochial interests sometimes be challenged in the name of broader societal goals. The final chapters look to the future" and discuss the literature on the implementation of public policy and offer a positive agenda for education reform. (DIPF/Text übernommen) |
