Abstract | This article presents and discusses the issues that arise when establishing a framework and mechanisms for the exchange of information about vocational qualifications. The first section sets transparency in its historical context following on from initiatives taken at EU level to find ways of comparing qualifications. The Leonardo- funded transparency project managed by the European Institute of Education and Social Policy (EIESP) is taken as an example of the issues arising in the following section. The final section places the debate in the context of evolving EU policy and establishes possible criteria for taking further the issue of transparency. (DIPF/orig.) |
