Abstract | This contribution is part of the overall topic of the issue: Secondary Education in Europe - state and prospects. The author emphazises that there are many reasons why this is a propitious time for European countries to be thinking afresh about the aims and objectives of secondary education. Starting from this proposition he formulates ten of them. Integrating his ideas in a larger context he recommends: "Changes in the aims of secondary education can usefully be analysed under six headings:politics, social conditions, organisation, orientation, curriculum and methods, and the governance and administration of education." Referring to these aspects the author presents in a comparative way a variety of examples from European countries but also from the U.S.A. Dealing with hierarchies of goals, aims and objectives, he turns to models of the secondary curriculum and finally to questions like the "Heterogeneity and educational values", "The heterogeneity of publics" and "Heterogeneity and the market" before he analyzes the types of evaluation currently in use or under development in European countries.
