Abstract | The author examines the attitude towards special needs in general and the prospects for the development of special needs education in Russia. He characterizes state policy and academic interest in this issue in the former Soviet Union and in Russia today. Describing special features of Russia as a country, the legacy of institutionalization, the differences in special needs school populations referring to Russia's wide racial and cultural mix he points out a complex of problems which are also to be blamed for the ineffective development in this field. Comparing Western European experiences in special education work with disabled people (especially in the Netherlands and in Britain) with this one in Russia he notices a complex network of interacting political, administrative, sociological and educational factors. Looking for "ways of sharing expertise bi-directionally and exchanging good practice, respecting historical, cultural and practical context" he takes as the best way to help each other. (DIPF/St.). |
