Abstract	This publication, primarily targeted at organisations engaged in the protection of individual rights and promoting discussions and offering support in cases of racism, xenophobia and anti-Semitism, has been designed as an information and training tool to be used in their work. The publication is divided into two sections: Section 1 focuses on the steps taken by European institutions to combat racism, xenophobia and anti-Semitism. It offers a brief historical view ending with June 1997 when an anti-discrimination clause was included in the European Union Treaty. It also describes possibilities for European Union funding to support anti-racist work. Section 2 is designed as a training tool to be used by European, national and local organisations, associations and groups. It kicks off wih some definitions of racism, discrimination and prejudice and is followed by a selection of training exercises promoting intercultural communication. The aim is to explore cultural identity and difference and open the way to improved understanding and more frank discussion. The exercises, which provide the equivalent of a two-day workshop, can be used flexibly to meet the needs of a variety of situations and audiences. (DIPF/orig.).
