Abstract | Concern about the effectiveness of the 14-19 qualification system is not new, but debate and pressure for reform have intensified. The Dearing Review of Qualifications was hoped to be a way of focusing this debate and forging some kind of consensus for reform. In fact the debate rages on and there is as yet no consensus either on the future shape of the qualifications structure or on the stages of reform.... This book attempts to provide four things by its focus on qualifications, frameworks and systems. First, it offers a vision of a unified 14-16 qualifications system which, it argues, will overcome the historical and deap-seated divisions that are reflected in track-based qualifications and are preventing further rises in participation and achievement. Second, it provides a critical review of the current system and in particular the role of the three qualification tracks. Third, it analyses the Dearing reform agenda, focusing on the potential of a framework approach to build a consensus on a move towards a unified qualification system. Finally, it identifies barriers to whole system-wide change and proposes strategies for a ' steps and stages' approach to reform of the system. A constant theme throughout the book is the use of international comparisons as a means of both analysing the English system and as a way of evaluating strategies for change. (DIPF/orig.). |
