Abstract | Summarizing the three contributions to this round-table it can be stated that "the sponsors of cross-border cooperation projects are hindered in their initiatives not only by different cultures and linguistic levels, but also by large gaps between legislative bodies causing varying levels of competition in the Euroregion. In addition, obtaining community aid requires the sometimes difficult identification of the appropriate organisations involved in the process. The considerable length of time taking up by procedures requires those submitting projects to have substantial cash flow, and diminishes motivation as well as weakening partnerships. The organisation and the structure of passenger transport network sometimes shows weaknesses which bring about difficulties for job seekers. Harmonious regional development is a key element in the development of cross-border activity in the Euroregion. The harmonisation of the recognition of skills, diplomas and professional qualifications must be a priority in the Euroregion. It will require a considerable effort whose cost and means of financing remain to be assessed. Another priority is how to deal with those who are left "by wayside", marginally excluded from the education system. The "Livre blanc" suggests developing a "second chance" education facility for them without, however, mentioning financial resources. (DIPF/orig.). |
