Abstract | In April 1983, the first bilingual class in the Basque Country was established at the public school in Sare. Since that time, IKAS-BI (literally, "dual learning") has worked incessantly to develop the bilingual network and obtain official recognition for it in public instruction and examinations (G. C. S. E. and A-level equivalents). At the beginning of the 1996 school year, more than 2000 bilingual pupils were attending 40 schools, representing 15% of the primary school population (3 to 10 years) and the bilingual network now extends from kindergarten to pre-University examinations.
