Abstract	"In recent years problems have emerged around the American system of accrediting colleges and universities -a peculiar system involving voluntary regional associations of colleges and universities, public and private, which appoint committees of academics to make visits to their member institutions and report first on whether they are reasonably decent institutions of higher education, and secondly, on how they might improve themselves.... This paper is an effort to explore the same issues in comparative perspective." The author compares 1) the various forms and implementations of accountability, i. e. "the obligation to report to others, to explain, to justify, to answer questions how resources have been used, and to what effect." 2) "The links of higher education to society, through the market [which] is visible when support is provided to universities in return for the immediate provision of ... services." 3) Trust, i. e. "the provision of support, by either public or private bodies, without the requirement that the university either provide ... specific services in return for that support, or account specifically and in detail for the use of these funds." 4) Problems of the measurement and assessment of teaching.(DIPF/Text übernommen).
