| Abstract | Almost all of the island nations of the South Pacific are aid-dependent. (Many factors) combine to ensure that, while these nations may be small, their problems are significant. In common with other third world nations, Pacific Island Countries (PIC) are continuing to turn to aid as the only viable source of funds to address their development needs. An analysis of the economic status of the 10 independent and self- governing PICs that are the focus of this report shows that, with the exception of Nauru and Fiji, they will continue to rely heavily on external assistance. Yet, most donors are reviewing their PIC aid policies to ensure that programmes are directed more towards their own strategic and commercial interests. Consequently, there is a move from programme to project aid... The changing nature of aid relationship requires each PIC to make a thorough asessment of the need for external assistance. This paper, therefore, explores the relationships between the development priorities of PICs, and the policies and aid practices of aid donors, especially Australia and New Zealand.
