AbstractThis book is composed of 13 chapters organized in four sections. Part I, Cross-National Perspectives on Educational Development, examines how education systems may differ in the goals and strategies they emphasize in ways often missed by educational planners looking across countries for models to guide educational reform.... The case studies presented in these chapters also highlight the tension between top-down approaches to educational reform ... and approaches more firmly grounded in school level initiatives ... . Part II, on Productive Educational Policies, moves from an examination of large-scale interventions to consider specific policies capable of increasing educational productivity. It begins with a consideration of the importance of basic education in social as well as economic development. Then, the need to build support for education is examined.... In Part III, Productive Educational Practices, the focus shifts from educational policies to classroom applications.... Part IV, Cooperation for National Development, returns to the issue of how governmental agencies can work together in cross-national efforts to improve educational productivity.
