Abstract | Adult community learning in Wales covers a number of curriculum areas, delivered by a range of providers, including the voluntary sector. Classes reflect Welsh Assembly Government policy priorities, including improving levels of literacy and skills, decreasing economic inactivity and building community regeneration. A variety of community-based classes still flourish in Wales and are influential in bringing adults back into learning and in supporting the wellbeing of older learners. Historically, Estyn, the education and training inspectorate for Wales, has inspected "partnership areas," where providers collectively plan and deliver courses as a "partnership" across geographical areas rather than as individual providers. On July 1, Estyn launches its new inspection framework for adult community learning, promising a more streamlined process with a new focus on learner voice. The new framework is seen by Estyn as a critical new addition in its aims to achieve excellence for all learners in Wales. In this article, the author, who is Estyn's lead inspector for the area, considers the challenges and practical implications for providers. (ERIC). |
