Abstract	One of the most radical actions one can take is to describe, without exaggeration or bias, exactly what is happening. The author has been reading the "Handbook for the inspection of further education and skills from September 2009." The Office for Standards in Education, Children's Services and Skills' (Ofsted's) new handbook promises a "fresh approach" to inspection. But the new framework's excessive and unreasonable requirements are more to do with controlling colleges than promoting improvement. In this article, the author first summarises this "fresh approach" and then makes some comments before asking Ofsted a few questions and coming to a final evaluation of its new approach to inspection.
