AbstractForesight reports are meant to help "decision-makers" understand the possible future effects of their decisions. "Visions of the future", based on "robust science", should be used by policymakers "to inform government policy and strategy, and to improve how science and technology are used within government and by society". They are also intended for "a wide range of professionals and researchers" and are freely available to the public. The latest Foresight report, "Mental Capital and Wellbeing: Making the most of ourselves in the 21st century" (MCW), relates to many of adult learning's most urgent concerns, setting them in a comprehensive lifelong framework. Four hundred "leading experts" from 15 countries contributed to it in various ways. The main document alone is a massive piece of work in terms of both content and sheer physical bulk. In addition, there are 91 supplementary documents (with more to follow). Foresight projects are managed by the most relevant government departments, in this case the Department for Innovation, Universities and Skills (DIUS). With such a vast theme, however, covering the life span from birth to death, many other departments and organisations (in and beyond government) are involved. MCW looks at "how a person's mental resources change through life, as a child, adult and in old age, and identifies factors that can help or hinder their development". It closely examines factors that enable individuals to build up the mental capital they need to live their lives well. Chapters on "Childhood and Adolescence"; "Mid-adulthood--mental ill-health: interventions", "Mid-adulthood--work and skills: interventions"; and "Older adults" (also outlining needed "interventions") lead to conclusions outlining choices for policymakers and next steps for government. The Foresight report demonstrates that capitalising on the mental resources of older people could actually save the country money. In this article, the author takes a closer look. (ERIC).
