Abstract | Russian youth has in recent years been increasingly involved in crime, narcotics addiction, and alcoholism, possibly due to a failure of socialization in childhood. Researchers are seeking the origins of this phenomenon and searching for ways to combat it through rehabilitation of juvenile offenders. The essential nature of social and pedagogical rehabilitation (or reeducation) involves having the growing individual go through the main stages of the upbringing process all over again, this time on a more in-depth motivational basis. From the standpoint of the ontogenetic development of the basic needs and the needs-information approach to upbringing, the authors present main stages of the continuous social and pedagogical rehabilitation personality of adolescents characterized by deviant behavior. The continuity of the rehabilitation is provided for by restoring and forming the motivational sphere of the inmates by satisfying their basic needs: in the first stage, their vital (somatic) needs; in the second stage, their ideal (mental) needs, and in the third stage their social needs. For the purpose of disseminating and proliferating the experience of the social and pedagogical rehabilitation of the personality of juvenile offenders, the authors suggest to set up a special social institution (or faculty), the purpose of which is to provide supplementary training (in the form of upgrading of qualifications and retraining) to teachers, psychologists, and social workers in the course "The Scientific and Practical Principles of Socialization and Rehabilitation of the Personality."
