Abstract | This is the second book in a series entitled "P-16: The Last Education Reform." It was the purpose of the authors to chronicle the growth of existing state and local P-16 councils and compacts across the United States and to look at what might constitute successful efforts and an ideal relationship between state and local efforts. The methodology utilized is the case study method with reliance on personal observations and Internet-based research. Specific focus is placed on efforts in Ohio, Indiana, Georgia, and Tennessee. On the basis of their findings, authors describe the ideal conditions for both local and state efforts in their conclusions. The authors recommend a Theory of Convergence for a functioning P-16 system involving both state and local efforts which has policy implications for state governance. (Contains a bibliography.)
