AbstractThis report is a summary statement of the Michigan Advisory Committee's study on civil rights issues facing Arab American communities in Michigan. It is based on information received by the Committee at a community forum held in Dearborn, Michigan, in 1999. Six sections focus on: (1) "Introduction," including Arab American demographics in Wayne County and civil rights issues affecting Arab Americans (profiling, denial of due process in deportation hearings, and discrimination); (2) "Statements of Elected Officials"; (3) "Civil Rights Issues: Policing, Employment, and Religious Discrimination"; (4) "Civil Rights Issues: Profiling"; (5) "Civil Rights Issues: Secret Evidence in Deportation Actions"; and (6) "Committee Observations." The Committee observed that the Federal Aviation Administration has discriminatory profiling procedures, the secrecy surrounding the profiling criteria used by the Computer Assisted Passenger Screening System is a serious problem, the use in court of secret evidence against immigrants is unconstitutional, and the federal government needs to cease its targeting of Arabs and Muslims as suspect communities. Appended is a report by the Department of Justice to the Department of Transportation on the Department's Civil Rights review of the Federal Aviation Administration's proposed automated passenger screening system.
