AbstractThis report reviews the past participation of young women in government-sponsored employment and training programs and identifies factors that are important in determining the probability of their participation in such programs. Using data from the National Longitudinal Survey of Young Americans, the study compares young women participants with their male counterparts, nonparticipants, and participants in alternative activities such as private and military training. First, an overview of the history and benefits of employment and training programs is provided. Then, factors affecting participation and participation experiences are identified and discussed. These include background and demographic variables, educational variables, family responsibilities and attitudes, financial needs and resources, work experience, and the nature of participation. Results of both cross-tabular analysis and multivariate data analysis are presented and, in conclusion, findings are summarized. Appendices include statistical tables that supplement those within the main portion of this document, a summary of the Comprehensive Employment and Training Act of 1973, and a copy of the Comprehensive Employment and Training Act as amended in 1978.
