AbstractThis study examines the effect in Pennsylvania of the increasing use of consultants in public-sector collective bargaining on the bargaining process itself. Following a detailed review of research on both the positive and negative aspects of consultant use in collective bargaining, this paper describes the study's major hypotheses, its school district sample, and its methodology. The study's two major hypotheses are that: (1) a consultant used by a labor bargaining team will heighten contract settlement conflict; and (2) management's perception of a consultant's attitude, effectiveness, and conduct will affect the bargaining itself and the resulting bargaining agreement. Of the 502 school districts in Pennsylvania to which survey forms were distributed, 196 responded; an analysis of the data indicated that consultant use by the district's labor bargaining team generates more negative than positive results. The study concludes by calling for more research on why consultant use causes so many problems and for continued monitoring of the professional maturity level of the consultant activity. (JBM)
