AbstractThis paper surveys research in the field in an attempt to determine what level of mastery of basic skills is required to do a particular job, what level vocational education students generally attain, and which instructional techniques are effective in improving vocational education students' basic skills. In the first of three sections, claims and evidence concerning the relationship of basic skills to employability and occupational competence are discussed; while in the next section, information on the level of acquisition of reading, writing, and arithmetic skills of vocational education students in secondary schools is presented. Characteristics of remedial efforts to improve vocational students' basic skills are discussed in the third section. Results of the literature search suggest the following: (1) Proficiency in certain reading and computational skills is required for performance in all types of occupations. (2) Information is not yet available on the level of basic skill acquisition of students in different vocational programs; however, it is known that vocational education students perform below average in reading comprehension, vocabulary, and mathematics. (3) Available information leaves unanswered questions about successful efforts to improve the basic skills of vocational students, though inferences can be drawn from research conducted on literacy programs for adolescents and adults. The study also makes recommendations for improving vocational students' basic skills. (KC)
