| Abstract | This document is a compilation of California Education Code sections which set forth powers or duties of the Board of Governors or Chancellor's Office. Each power or duty is separately identified, followed by comments on the extent to which the mandate is being complied with, what the problems with compliance are, and recommendations as to changes that might be made in the mandate. A subject matter index to the mandates is included and sections which are considered to need amendment or repeal are identified. Extensive legislative coverage is provided in the following areas: adult education, allowances, apportionments, average daily attendance, the Community College Construction Act, credentials, educational programs, handicapped students, minimum standards, and organization/reorganization of community college districts.
