AbstractInvestigators used 7 data collection instruments to survey a sample of 223 local education agencies receiving funds under the Indian Education Act, Title IV, Part A, in order to describe the effectiveness of projects so funded, provide management and grant administration information to the Office of Indian Education, determine the feasibility of impact evaluation of the program, and document the interrelationship of federal programs supporting Indian educational policy. Results of analysis regarding the last objective proved inconclusive. Among the findings, reflected in the 41 conclusions, were that: there were regional differences in project emphasis, there were more effective programs in large urban districts for overcoming academic differences and providing support services, a large amount (75%) of funding at the local level was used for staffing, there was greater parent committee involvement in districts where per pupil expenditure was over $1,000, and there was inconsistent reporting of fiscal data by local districts. Ten recommendations included augmenting the level of program funding, identifying and assessing the special education needs of Indian children, subjecting Title IV Part A to impact evaluation, and increasing the Office of Indian Education staff.
