| Abstract | This report contains one of the first procedures available to environmental impact statements. The heart of the system is a matrix which is general enough to be used as a reference checklist or a reminder of the full range of actions and impacts on the environment that may relate to any proposed action. This comparatively simple system is intended as a guide for the many people who are faced with the preparation of reports. The matrix is composed of two axes: 1) Existing Characteristics and Conditions of the Environment; and, 2) Proposed Actions which May Cause Environmental Impact. The first has the following major divisions: Physical and Chemical Characteristics, Biological Conditions, Cultural Factors, and, Ecological Relationships. The second has the following: Modification of Regime, Land Transformation and Construction, Resource Extraction, Processing, Land Alteration, Resource Renewal, Change in Traffic, Waster Emplacement and Treatment, Chemical Treatment, and Accidents.
