Abstract | In this introductory article the author reflects on the situation of teacher education in the late 1990s in Europe. He focuses on the question what teacher education does and not what it ought to do. He describes the role and functions of teacher education within four contexts "which in fact do not stand in isolation but are dynamically linked among each other in a developmental process and tend to reinforce or weaken each other, depending on the circumstances": a) labour market regulation in the face of growing difficulties of the occupational system, b) social reproduction on the basis of the existing division of labour, c) ideological integration, mainly through citizenship education, d) preparation of teachers for performing the same functions as above at school level. The author also discusses the discrepancy between the expectations towards qualifications teacher students should acquire at university and the fact that those competences needed for teaching at school level are basically acquired by learning on the job.
