Abstract | Living on fixed incomes and faced with increasing taxes, senior citizens frequently feel the squeeze of a tightening economy more than other populations. Their retirement dollars buy less as their property taxes inch upward, despite the fact that they don't have school-age children. The Hempfield and Manheim Township School Districts in Pennsylvania's Lancaster County provide some relief by offering seniors the opportunity to reduce their tax obligations through tax-credit programs. Simply put, seniors work for the school district as substitute employees. In exchange, a predetermined amount of their net salaries is applied to their property tax bills. It's a win-win situation for districts that hire seniors as substitute employees. (ERIC). |
