Abstract	An article by Lois Roman, which appeared in the December 25, 2005 issue of the "Washington Post" under the title "Literacy of College Graduates Is on Decline: Survey's Finding of a Drop in Reading Proficiency Is Inexplicable," gives the results of a study conducted by the National Center for Education Statistics. According to the story "Only 31 percent of college graduates can read a complex book and extrapolate from it." Experts called the findings "appalling," "astonishing," and "disturbing." The author believes that the decline in reading ability among college graduates is explicable, and two explanations come to mind: (1) Ignorance of grammar; and (2) The factor E. D. Hirsch identified in his 1987 book "Cultural Literacy" as the cause of the decline in reading ability among K-12 students. In this article, the author summarizes the main points made by Hirsch in his book. He also proposes that educators use Hirsch's method to develop a definition of college-level cultural literacy.
